This report explores issues regarding strategies to increase the number of fully credentialed teachers of special education. The report also examines critical challenges faced by special education teachers. The major portion of the report is the product of research conducted, under contract, by the American Institutes for Research. The last portion of the report is the result of interviews conducted by Randle Communications on behalf of Project Pipeline.
